This presentation will summarise how BEIS joins uses UPRNs to join administrative data sources to form databases of non-domestic and domestic buildings in England and Wales. This data is used to analyse the relationship between buildings’ energy consumption/ intensity and various building characteristics/attributes (including building use, floor area, region, occupancy). Most of the focus will be on non-domestic buildings, but James will also touch on domestic buildings

Barnsley Council manages a number of programmes and initiatives
relating to housing improvement and fuel poverty, often with different
criteria and funding streams. The Business Intelligence team were
approached to determine whether the overall management of these
programmes could be improved by collecting, processing and sharing data
to enable more proactive management and targeting of households – in
particular drawing upon the previous development of the Barnsley
Vulnerability Index.
This presentation will cover the rapid
development process and demonstrate how a systematic approach to data
linking (including via the UPRN) enabled new insights to be generated.

The National Underground Asset Register (NUAR) has been designed to give planners and excavators access to the data they need, when they need it, to carry out their jobs effectively and safely. The system has also been designed to be both extensible and interoperable, keeping the door open to supporting other high value uses (such as street works coordination, flood risk management and 5G deployment) as well as integrating with other systems. This presentation will give an overview of the NUAR programme, opportunities and how it fits within the wider geospatial ecosystem.
Understanding the network connections of people and premises through geospatial data and Linked Identifiers in Project Gigabit

We have started to build an understanding of Place and People using Ordnance Survey (OS) and Office of National Statistics (ONS) data combined with curated broadband speed and technology assessments and Local Authority insights.
Using Tableau to map and interactively analyse the data, decision makers can assess the impact of the various strategies and Intervention Areas under consideration.
We are currently investigating the use of our Network Graph Diffusion model for area zoning by diffusing information through a network graph where the RoadLinks and PathLinks are the nodes with the edges representing the connects to relation.

The Government has committed to exploring proposals for introducing a landlord register in England as part of a commitment to bring forward reforms to drive improvements in privately rented accommodation, and support local authorities to conduct well targeted effective enforcement. This presentation will explore the work which the Department for Levelling Up, Housing & Communities have been doing to explore the merits of introducing a landlord register in England.

For Fire Services across the UK, accurate addressing information is absolutely vital. Of course we use that information to get to incidents as quickly as possible, but we also use it to prevent incidents from occurring. We visit people in their homes to offer advice, and we visit business addresses to carry out safety checks and risk assessments to ensure the public and our Firefighters remain safe when incidents do occur. In the process of doing this we can also discover address change information that could help Custodians keep their data to a high standard of accuracy. Let's talk about how we can help each other keep our communities safe.

The accessibility of information relevant to building safety is very much a mixed bag within councils. A good example is how we reference individual properties. It’s quite common for individual departments to refer to the same property in different ways, which makes the marrying up of information from various sources close to impossible.
The task is often further compounded by the over reliance on spreadsheets and the absence of APIs. This serves to make the outcomes less, not more, accurate.
With the use of UPRNs and applying the concept of a ‘golden thread’ to this disparate information, it is possible to start bringing information together in an accessible and usable way.

Integration of the UPRN and USRN within a local authority is without a doubt a challenging feat. Rather than a distinct task, it is an ongoing process that requires constant attention, time and resources to ensure integration is being maintained effectively. This session will outline 3 key areas to focus on to alleviate some of the typical integration headaches:
- Creating effective procurement statements - to ensure new systems being procured are capable of handling the complexities of address and street data.
- Establishing your current integration footprint – taking a step back and understanding how fully embedded the UPRN and USRN are.
- Developing and integration roadmap – identifying what needs to be done to improve integration and how to prioritise the work.

In this session Conwy County Borough Council present the importance of how managing data linked to the LSG is fundamental to decision making across key frontline services. Examples include how Conwy have transformed an array of frontline services through customer interface portals and the role data management can play in making transparent decisions when selecting highway capital schemes. In addition, Conwy demonstrate how they have adopted of a risk based approach in the management of Ash Die Back disease, bringing highway asset management and environmental asset management together.

As a council the majority of services we deliver are to a property or a person within that property. To be able to identify where our services are delivered and tie records to together we need to be able to spatially map out or report on locational data. The UPRN holds specific coordinates to a specific addressable feature, and by holding the UPRN in any back office system, data is exportable, reportable and mappable.
Our mission at Walsall Council is to ensure all existing and new back office systems hold the UPRN and standardised addressing from a single source of the truth, our centralised address gazetteer.
Even though we send the Standard ITT to procurement, things have gone horribly wrong in the past. Suppliers have answered yes to integration, but forget to mention it can cost around 20k+ in additional costs to achieve this or plan on charging us for an external gazetteer!! It can be really costly if we don’t get the commitment to integrate during the tender process, we don’t ask the right questions of the right people during the tender process or if the SME’s are not involved in that tender evaluation process things can get missed.
We are going to tell you about the good, the bad and the ugly side of our experiences with suppliers and the resistance from within the council we have encountered to realise the benefits of the single golden thread that will tie all our records together, the UPRN.
